Guest Strips
If you hang around forums, you will probably run into other comic artists requesting guest strips. This can be a good way to get exposure with a new audience. It can take a some time, but it works better than advertising.
Fanart
Some of the bigger comics have a fanart section. If you're a fan, make them some art and send it in. They will probably put a link to your site with it.
Link Exchanges
Try contacting some comics you like and ask to exchange links. Even if they are a big, well-established webcomic and you are brand new, it doesn't hurt to ask. The worst thing that can happen is that they will say no. Just remember to be courteous and ask nicely. If they say no, thank them politely for their time.
Real Life
Print up some fliers and put them on a notice board or in a comic shop. Make some samples or postcards and leave them on the counter at the comic book store, in the library, at a computer lab or in an intenet cafe.
