My Recommendations
Below are some products that I have used myself and would recommend to others. The links are affiliate links, which means I earn a commission if you decide to buy from them. Books
Understanding Comics: The Invisible Art - In this comic book about comics, Scott McCloud writes about understanding comics as an art form. He touches on the historical context of "sequential art", then goes on to explain how to make your comics communicate your ideas effectively. This isn't a how-to-draw book. Instead, McCloud teaches you about abstraction, framing, transitions, speech bubbles and more. All in all a good guide to understanding comics as an art.

Making Comics by Scott McCloud
Making Comics - Another comic book about comics, Scott McCloud expands and adds to some of his ideas presented in Understanding Comics. Again, this book won't teach you how to draw. This book is about clarity of writing, how to tell a story with pictures, how to use body language, gestures, and facial expression, and how various choices affect how your reader interprets your comic. A must-read for a serious comic artist.
Drawing Tablets
Wacom Bamboo Tablet - A lot of serious webcomic artists use a tablet. This is the one I bought. It's about $60 from Amazon, so it's not bad price if you want to try it out and see how you like it. It can be a little strange at first, but using it instead of your mouse for a week can help you get used to it. Others have also suggested putting a piece of paper on it to more closely mimic the feel of drawing.
Web Hosting Provider
Bluehost Web Hosting - To be taken seriously, you will have to have your own domain. Bluehost is my recommendation for a Web hosting service. They give you a lot of space, a lot of bandwidth, PHP and mySQL, and really good statistics tracking software for $6.95 per month. Their tech support is really good, too. I once called them at 2:00 in the morning because I wanted to change something, and I was able to talk to a real person and get it done right away. I have tried other, cheaper places, like 1And1 and LunarPages, and have been disappointed. I wholeheartedly recommend Bluehost.
